Throughout her time in the community, Philibert has had a hand in many activities. She was elected to the city council in 2001 and served until 2009, the term limit. She was elected mayor pro tem in 2006.

Philibert is also involved with Pasadena ISD as a member of the Education Foundation, which she was president of in 2009. She is now part of the steering committee for the McDonald's Texas Invitational basketball Tournament. Philibert is also active in the Pasadena Roatary Club and historical society among other organization in the area.

Philibert is the owner of Philibert Allstate Insurance Agency, which was named Business of the year by the Pasadena Chamber of Commerce in 2006.
