The Laporte Police Department arrested 19-year-old Richard Dalgarn on charges of a capias warrant for expired motor vehicle inspection documents, a capias warrant for not possessing a driver's license, a capias warrant for operating a motorcycle without a helmet, a capias warrant for operating a motor vehicle without license plates or registration and a capias warrant for failure to signal turn when required. Dalgarn was born on June 1, 1991.
